Animation of still photographs with After Effects CS6.

Each photo is manually separated into different layers with Adobe Photoshop, and each layer is motion animated separately with Adobe After Effects. In addition, the background layers are typically painted in by hand so that no holes appear when a foreground layer is animated away from its original position.
